Hi so I've not been able to pay my bill never used the sim in my contract phone will they still be able to cut my mobile of im going to call to make payment plan x

Yes, If you don't pay, they will suspend both the line and may put a UK network the phone if on refresh, they will also pass you to a debt collection agency if your account is deemed delinquent and your credit file will be affected.
Your line / phone could still be barred even with a payment plan depending on the delinquency of the account.
Speak to o2 and don't just hid away, or speak to one of the debt charities, such as StepChange
