That is similar to saying "Why aren't all contracts equal" and "Why aren't all phones the same price"....
MMS are underused these days due to the many alternatives and the MMS bolt on is stil available at the old pre price increase rate if anyone is determined to use them still.....

I understand there is a bolt on but the point im making is why do payg get them for nearly half the price of customers who have signed up to stay with o2 and they know will be a source of income for some time there is no logic in that
