A week ago I received a call from O2, saying that they would like to upgrade me as a way of saying thanks for being 'a loyal customer'. During the call, Wi-Fi, unlimited texts and internet were mentioned, along with a free phone. I received the free phone, and internet, and unlimited texts but I found out later that the phone I had been given did not even have Wi-Fi capability. I am currently in a 24 month contract and a phone with no wi-fi capability, is there any chance I can have a new phone?

Based on your tariff you will only be given a basic phone, that said if Wifi was mentioned then only a call into O2 will be your next point of call.

That's a question for Nokia, I didn't make them 😕
My issue is, I have been sold my contract with a phone, the guy clearly said I could have Wi-fi. The phone does not support Wi-fi.

It seems the phone you have doesn't have wifi functionality. If you have had the phone less than 7 working days then call O2 and advise them you are returning it.
Other than that it is a matter of selling the phone on and buying anothr of your choice that meets your needs. Ask to listen to a transcript of the call if you were led to believe the phone could use wifi. As above, I can't believe they sell a phone in this day and age without wifi capability.

The Samsung Ch@t has Wi-Fi although no 3G capability.

That page showed no wi-fi but it does have 3G.
Ask O2 to take it back, not mis-selling though just a misunderstanding.
