I currently have a SIM only plan.

i moved to France in December 2018 and will be living here for the foreseeable future.

what would be the best plan / deal for me, or would it be better to cancel and source a phone / package in France?

I would cancel once you have reached your minimum term and take a local French contract. 

Free mobile do some very good deals.

No O2 contract would be of any use to you if you are out of the country for over two months. Under O2's new fair usage policy you can't use your phone allowances in the EU as they would restrict your usage after that time. Same for any of the UK networks now I believe.
