Live in NI, work in Republic of Ireland O2 options

I currently live in Northern Ireland but work in the Republic of Ireland. I pay £36 a month contract on an iPhone 4S. I understand that this contract does not allow for my messages and calls to be used in the south, but I have heard of a few people who have been allowed to use their minutes and texts in the south too. I am considering moving closer to work but this will be on the border, which will cause even more problems as it switches between O2 UK and O2 ie.

 

Are there any options/possibilities to ensure I won't get charged all the time I send a message or answer a call, particularly if I move closer to the border?

 

I have also been charged nearly every month for data roaming, despite my data roaming has always been turned off. I got refunded last months data roaming, however less than a week later, I have incurred further data roaming charges on my new bill. Is there any solution to this as I dont even use the internet of wi-fi on my phone during work?
