I am trying to find out cost of cancelling contract.  I was told it was 4 monthly device plan which I understand but then added to that is cost of monthly air time bill pro rata.  Do they mean 4 months of normal airtime bil

You need to pay off the device plan and then give 30 days notice to cancel the air time. You must pay off the device before giving notice

Once you have paid the device plan fully the airtime can be cancelled for free.
