Can you back out of your O2 contract for the iPhone 7 and get your money back? As the last time they "oh you'll have to wait a little but for you phone" 2 months went past and I'm worried that will happen again

I'll let you know what happens when I cancel my 2 contracts based on this last fiasco

If its a brand new contract you get a 14 day cooling off period if its an upgrade you technically have no powers to cancel, as theres no cooling off period. but sometimes networks wave this if you go with a different phone/contract

The upgrade is seen as a contract renewal.

You have the same 14 day cooling off perioid but you obviously won't get any upgrade fees back (so paying off the balance of your phone).
