He should be able to with the Nokia Xpress internet browser which comes on the 220, however the 220 is limited to Edge (2.5G) speed so his experience will not be a good one, it will be quite slow.

Personally, I wouldn't bother unless he has the patience of a Saint !

To be honest it will fall far short of the experience anyone would expect on a mobile device today and probably isn't worth the wait!
