Arrived in India and was prompted to purchase International Travel Bolt-On to cover calls, texts and data. I did so by texting TRAVEL to the number specified. 48 hours later I used data on roaming am now being charged an extortionate rate for it, despite having the bolt-on.

Hello @Onni welcome to the o2 Community forum...
You will pay international rates whilst in India which is very expensive. You may want to think about using a local sim whilst there and using only Wifi.
Turn voicemail off before you go. 1760 to turn OFF 1750 to turn back on.

You weren't sold O2 Travel. It's a free Bolt On. You are only charged when you are abroad and use it. It doesn't cover India anyway. There is no travel bolt on for India. That country comes under the Rest of the World charges
You have probably bought the International Bolt On. This allows you to call and text abroad FROM THE UK ONLY. So that won't help you when you are in India. https://www.o2.co.uk/shop/international/the-international-bolt-on

...yes very bad coverage. I made a mistake, if you want proper international coverage go to Vodafone or another that does.
