That is an excellent question. O2 will need you to pass a credit check before they let you have a contract phone, @prag - and nobody here knows exactly the criteria O2 use to assess that risk.
You may be better off trying one of the resellers, affordablemobiles or mobilephonesdirect as they will provide you with a 24month bundled contract Vs the 'standard' O2 Refresh contract with a 36month (tailorable) term and a credit agreement for the device plan.
All I can suggest is to try it - but be prepared to step down to PAYG or one of the newer "Rolling Plan" offerings. Good luck.

I doubt it.
You need to be resident in the UK for 3 years with O2.
You need to buy the phone you want elsewhere and then get a PAYG sim if you want to be with O2.

Late to the party, but thought I'd comment and say that I wasn't able to get approved for an O2 contract when I arrived last year. Most companies require 2 or 3 years of address history to approve for anything to do with credit.
