2 You need to dial Eire numbers with +353 and the rest of the world with the correct code

Do you only have one Irish network to choose from? Maybe try manually selecting another if there is a choice?
If this is happening on a previous phone too, and your girlfriend's phone is ok, it's possibly account related.
