IPhone, no sim card

Hi.

My new iPhone has just arrived with no sim card which I assume will be delivered separately. 

My iPhone says it has 4g and the phone is letting me send texts and do phone calls to android phones without the sim card in it. Is that normal?

Also, I've just got my 1st monthly bill due in 2 weeks but how come I have to pay a month's bill when I would have only had the phone for 2 weeks?

Thankyou, yes I managed to get through to o2 and yes I have a sim already installed. Never heard of this. Thanks!
