I receive a sim don't belong to me and can O2 just do something about it to make things right?

I started receiving emails about a sim card from O2 after I sign a contract with Virgin broadband and O2 send me the sim. It's not under my name and it's establish a direct debit for the person who apply the sim card. I tried to cancel it through o2 hotline but they refused to do anything because I am not the person who apply for the sim card. Is there anyway to stop this and notice the person who paid for this sim card? Thanks.
