I have reviewed my recent bill and there is a £11.99 payment to Palpal that I can't identify. In addition all my data allowance has been used up this month which usually never happens

You need to check with Paypal as O2 just pass on charges received.
Check with customer services regarding your data use or look in the log on your phone.
If you message O2 on Facebook (https://o2uk.co/O2CFB) , Twitter (https://o2uk.co/O2CTW) or Instagram (https://o2uk.co/O2CIG) , they should be able to help you with this
