The phone isn't registering on the O2 network when roaming hence the reason they can't turn it off. This is the reason O2 advise switching it off before you go and is the usual advice given by longstanding members of the community.
Doesn't help your present situation but may help others reading this before travelling.

I had the same problem. It doesn't say you can't turn it off when overseas.
The reply from o2 was 'remember to switch it off before you leave next time'
