Usually this way if you follow the guide Guide: How do I get to the 'Download Bill' page?
However there's a few glitches with the billing platform and up until a week ago you could only see the last 5 months. Check and see it it's improved. Basically it's on the very last page of the guide, the one in blue.

Just logged in to check (it's been a while) and seems as though the last 18 months or so are now available @Cleoriff @Kevreed .
I can see my Jan 22 bill and 17 others.

Yes I can go back 12 months
