If I pay off my phone plan, does this cANcel the airtime plan and contract and leave me free to join a different network provider?

You can pay off the phone part and leave the airtime tariff running if you want or pay phone and cancel airtime - It's your choice but you need to tell O2 which you want.

Yes. If you want to keep your number, ask for your PAC first. 

I DO NOT WORK FOR O2

PAC code help thread if your wanting to retain your mobile number.

Or if your not bothered to keep your number then give O2 notice to end the airtime as advised by call to O2 on 202.
