Thanks for that. I've skipped o2 and gone straight to the o2 Review Service.
I've asked for either a free transfer to a new o2 account or contact from a propert technical person who knows what they're doing who will look at the problem with a technical eye and sort it out.
I will keep you posted.

**UPDATE**
I had a telephone call from the Complaint Review Department this morning and she went through my complaint with me. She assured me that there were now no bars on my account and that the next time I want to use my phone abroad it will work.
I've decided to give them one last chance because in all other respects, I like being with o2. She did say that if it didn't work, I could contact her directly and she gave me her full name and contact details.
I don't have any foreign travel booked at the moment but I do travel fairly regularly so will report back when I do.
