Is it blocked due to you not paying your bill? If so you need to pay, then contact O2. Guide: Coronavirus Community Help and Support
If you have a roaming bar on your account, you also need to call O2 and have the bar lifted.
We really need more information as you could means it's blocked needing a PUK code or even locked, needing an unlock code.
Explain exactly what you need please.

That wont be possible. O2 have restricted your services due to non payment of a bill. If you got through to them today, unless you can pay what you owe, or organise a payment plan, you will not get your phone turned back on. I'm sorrry you are in such a predicament but there is nothing else we can do here.
