Have been trying for 12 days to swap SIM - no luck

Moved to O2 from Vodafone with 4 numbers, 3 moved without a problem - the fourth trying to swap numbers for 12 days. Twelve!!Have had 3 requests, talked to whoever is talking to us on the chat. They swear and promise every time and every time - nothing. Nothing is happening.
I don’t know what to do.
Is there an email address I can send a complaint to? My PAC will expire in two weeks time!
