No, if a number is withheld there's no way without involving the police. Register your numbers here: http://www.tpsonline.org.uk/tps/what/ as a protection against unsolicited sales calls. You can always raise an objection with the firm concerned, by looking up their contact details, assuming it's a legitimate UK one. Register with the Telephone Preference Service anyway, as firms are breaking the law if they call or text after that.
Just to point out, that TPS does not affect texts as it is illegal to send unsolicited marketing SMS. If you receive one then report them to the Information Commissioner or forward the text to O2 (This is for unsolicited texts, spam premium rate messages are dealt with by phonepayplus )
