Calling a UK mobile is not classed as an international mobile, wherever it is it's a network call.
If you call them on their UK mobile they will be charged for receiving the call.

I had the same thing, 100 international minutes, and I can't.really tell if these are on the same tarrif as local calls, or free altogether, as a bonus. All I know is that I meet my monthly PAYG quota and spend about one hour talking to my folks, abroad.
It sounds like you are on a tariff called "Your Country"
The allowance given is minutes to call international landlines and international mobiles from the UK.
