I ordered a phone with the offer of some free Samsung galaxy ear buds. I understand the T&Cs and know I will get a text with a voucher code after 30 days of purchase.
However my 30 days are now up but I am yet to receive the text. Have anyone else experienced issues getting this text? Also is the text from o2 or Samsung?

It's after 30 days not on 30 days, so it could arrive at anytime after the 30 days.

This is incorrect information, it states in th T&C's "Once the Qualifying Purchase is made customers will be receive a unique voucher code via SMS 30 days of purchase to claim"
Pretty poor English anyway, but your information is incorrect and there appears to be a lot of people having this issue also.

Fantastic, but that's not the terms and conditions of the offer is it which is where I got my quote from. So that text your quoting isn't worth the HTML its written with. I'm sorry to sound sarcastic, but the o2 customer service team are dreadful these days, i've spoken to 2 people denying the SMS code even exists and that i'm the idiot despite me saying its in the terms and conditions that one is required. One of them even told me I was never eligible for the offer despite making a qualifying purchase of a Samsung Galaxy S23 Ultra with it stating the offer on the website.
This offer is a complete shambles and the teams managing it on the customer service desk have zero clue what they are talking about either.

No arguments from me regarding customer service, but, the text I have quoted is directly from the shop pages on the O2 site.
Regardless of what customer services say, sometimes patience is required for these offers, which incidentally, are promoted by Samsung, not the networks.

I got my code this afternoon and successfully bought a pair of Galaxy Buds 2 Pro. Also the link they sent took me to the o2 shop and not the Samsung website.

I rang O2 in the end to sort this out and after a lot of being placed on hold I then received the sms within 24 hours

Sadly; mine was sent yesterday but due accidentally deleted. I've just been told by O2 it's nothing to do with them; Samsung will have to send it to me. But reading here it's O2. So god knows.

Although they are Samsung buds, this particular promotion is run by O2.
I was told by one of our account advisors yesterday that O2 are inundated with clients claiming the buds and are working hard to clear the backlog of claims.
If, as you say, you accidently deleted the text from O2 then that's bad luck. I'm not sure what you are expecting O2 to do about that?
