Family Plan issue

I am trying to register my older relative's phone I have purchased on the Family Plan (shielding) but texting LOYALTY to 21500 just says 'not delivered'.  Any ideas why it wont work. Noone will answer phone at O2 and I dont want the period to expire. Thanks

Try calling customer service Guide: Coronavirus Community Help and Support 

The best number to get through seems to be
0800 587 4005
