I would like to discuss my outstanding arears (£278.75). My services have been stopped so I can’t make or receive calls and texts. Therefore I can’t access my 02 account fully with two-step verification.
Is there an email we can use to communicate?

No email as its insecure, you will need to call them (beg, borrow a phone to use Skype) and call 0800 902 017
Just beware your account may have been passed to the Debt Collectors, to collect the outstanding balance
