I have been charged for a phone call which I never took part in my phone was lost and then was handed back and now when I’ve noticed the extra charge the person who found it has obviously accessed my phone and used it

Hi @M-M1 - you need to call O2, numbers in here, around 08:00 this morning and tell them what has happened: Guide: Coronavirus Community Help and Support 

I would also check any account which you would access from your phone, and change the passwords if your browser in the phone had saved credentials for those sites.

Also put a lock PIN on your phone, so anyone picking it up has no chance to access apps on it without knowing your PIN. Don't assume that the person just made a single chargeable call. Good luck.

If you reported it lost BEFORE the call was made Guide: Lost or Stolen O2 Device? - How to Report it then O2 should reimburse you. However, if the phone was accessed and you hadn't reported it lost, then you don't stand much chance of proving that it wasn't you who made the call.

Give O2 a call on 202  or 0344 809 0202 to see what they say....
