Can someone explain why it’s saying I need to wait for the 19th to upgrade with no extra cost when it is the 19th?? Customer service are not explaining why at all!

Is today your billing date, then you will need to wait 24hrs or pop into a o2 store to do the upgrade.. Also you will still need to pay that device payment as well.
It is just another well worded o2 message

Looking at that message posted, there is a section stating 'Upgrade Now'.
Have you tried that? What happens when you click on it?
If it's still stating you need to pay £31.66 before upgrading, then that's what you need to do.
You may want to delete the app, reboot your phone and reinstall. See what options you have then.
