A couple of days ago I received a message from O2 saying I have used 80% of my data and when I check with the app I have only used 17 gig out of a 30 gig allowance can somebody tell me what is happening

At a guess, it sounds like you are on a tariff with additional bonus data (you will see that as a bolt on).
What happens is that you still get the warning when your base tariff data reached the limits but your bonus bolt on will kick in and keep you connected.
I have no affiliation whatsoever with O2 or any subsidiary companies. Comments posted are entirely of my own opinion. This is not Customer Service so we are unable to help with account specific issues.

Currently using:
Pixel 7a (O2 & Lyca), One Plus 6 (Sfr), iPhone 12 Pro Max (Vodafone)
