I have a mobile broadband account linked to my mobile account but the website/app does not allow me to select a broadband device when trying to change tariff. It just displays"smartphone" as a choice even if I'm viewing my mobile broadband account on my smartphone. Why can't I select the device for that account?

The My O2 site has been playing up for some time now and this could be the reason. Either way you need to give O2 a call to reset your account and do the tariff change through them

Use any of the numbers in this link and press any option to get through. They open at 8am.
