Hello, I have been advised that I can have a DWP 25% open discount but when i try and register it needs the company code which i dont have? can anyone help with this?

Once you have it follow the steps in this link:

One very important note - it must be applied for within 28 days of starting the contract...

They need to be aware if you are eligible and they should know.
It's usually the abbreviation of your company followed by 01 so NHS01 as an example.

Doesn't work, tried to speak to HR but impossible to get through as they only operate 9-5. Spoke to a man on the phone from o2 who didn't even know what civil service was so not having much look

As I said, your HR dept needs to provide you the info.
If DWP01 doesn't work there's not much more we can do for you here.
