If I send a text message from abroad (non EU country) to UK, via wifi (when shows in blue on screen, instead of green) is that charged as data?

Wi-fi use is free in most places, you might get a local charge sometimes.
O2 don't charge for it.

iMessage will send over 3G if no wifi and cost but if wifi no cost if you turn cell / mobile data off when abroad then they will only go over wifi so will be free (I misread the original question)
an iMessage just text no picture etc is a very small amount of data.
