I would like to pay my phone bill as I missed a payment. However my phone has been cut off since January. Meaning I cannot call or text. How am I suppose to pay my phone bill as a single parent who lives on her own with no landline, if you’ve completely cut off my phone for making or receiving phone calls?!

You can use Guide: A Guide to Skype to call payment management on 0800 902 0217
If you fail to pay your bill, then o2 will suspend the service as per the T&C's and will add on charges for non-payment
