Charges for calls to europe

I made a call to cyprus and was charged £4.71. I dont understand why as calls are free in the eurozone.

They are only free when you are roaming and not from your home country.

If you are in the UK and calling a European number, you are charged.
If you are in (one of the o2 classified) European countries calling a UK or European number it comes out of your allowance (assuming you have some).
