In my o2 it says that the bill date is the 26th of each month but I get charged around the 9th of each month. And now when I looked at my o2 it says I'm being charged in 13 hours. So I'm being unexpectedly charged twice in one month.

That's not the case. Your bill is produced on a certain date and you are advised of that. They then debit your bank account 14 days later. So at that point payment will be taken. 2 direct debits if on a Refresh contract. 1 DD if on a Sim only. If you check you bank you will see O2 do not take payment twice.
