Why am I being charged from the day I ordered my sim when I haven't used it because it hasn't arrived?

That's how o2's system works.
Once you do receive it, call customer services and they will refund the cost from the start to when it arrives.

Please note, this is not customer services and we cannot access your account. Do not publish personal details (email, phone number, bank account).
