I assume you chose the phone and tariff you wanted?
If on refresh you can pay off your phone and change to a cheaper sim only tariff for the airtime but you won't get anything knocked off your current tariff.
If you are due an upgrade, shop around for the best deal for you.

Deals change all the time I’m afraid so you probably chose the right tariff for you at that particular time
