The easiest way to do it if you urgently need a new phone would be to just take out the new device with Carphone on a new contract. You would need to do a duplicate account form via customer services though and would be charged for two separate contracts until the duplicate form is completed so its far from ideal. I can't imagine that customer service are currently prioritising Transfer of Ownerships(What you need to do) at the moment due to the Covid-19 situation.
