Change (lower) airtime component of refresh plan, for lower ETF

Is it possible to do the following:

1) Pay off remaining device fee within plan
2) change to a lower airtime plan, once device has been paid off
3) wait until new tarriff applied at next billing period (couple of weeks)
4) pay ETF to clear account, based on reduced newly applied tarriff
.. then I can move to a new net for my MBB

I'm aware I should wait 1 month after 0.00 final bill, and close out DD, to prevent Credit Reference problems in the future

Yes to all  points.

Once the device plan is paid off you can at any time give notice to cancel the airtime, either change to a lower sim only plan or ask O2 for your PAC and move to another provider.
