If he continues then talk to him about taking the SIM card off him and replace it with a payg SIM card but that will mean you will still have the monthly bill.

Last resort if On refresh is to pay off the handset plan and move the number onto a 30 day rolling contract or payg account.

Removing the phone is the only way with your current tariff although you could consider changing tariff to one with unlimited mins as it may work out cheaper for heavy users.....
The cheapest unlimited contract tariff starts at £18.00

I have no affiliation whatsoever with O2 or any subsidiary companies. Comments posted are entirely of my own opinion. This is not Customer Service so we are unable to help with account specific issues.

Currently using:
Pixel 7a (O2 & Lyca), One Plus 6 (Sfr), iPhone 12 Pro Max (Vodafone)

If you are no longer inside your minimum term you could swap the sim to Tesco Mobile who also use the o2 network. They do offer capped tariffs.

Or as suggested above move to an unlimited tariff for calls which would also resolve your issue although it may cost you a little more than you pay for your contract now (but would stop the large bill shock)
