Cant send a text to a radio station

Hello, I use to be able to send a text to Heart (radio station) but suddenly stopped. I have called 3 times or more and they keep saying its the send cap I put on, I have asked for it to be taken off completely but still not working. It getting really irritating now. Can someone help please?

Obviously the spend cap hasn't been removed. Guide: Spend caps on O2
