Try and contact customer services to check if you have roaming enabled on your account http://www.o2.co.uk/contactus
Also make sure you are using the full international dialing code so add 0034 and drop the first zero in the phone number.

@JodeleI travelled to Spain a lot and always found problems with dialling numbers manually. However if I added the number to my contact list and dialled using that method, it connected immediately.
Just a suggestion.
