Can’t make or receive calls. 4g and o2 logos present and have 3 signal strength bars

In that case, you need to contact O2.
All numbers are in this guide Guide: Coronavirus Community Help and Support 

Use Skype if you don't have another phone to call from.
When you call, you will be asked for the reason you are calling.
Stay silent for 15 seconds and you will be taken to the keypad options.
Press 2 for Everything Else
Press 5 for More Options
Press 7 for Anything Else which will put you though to someone.
You can also try saying "Upgrade" or "Fraud" to be connected to an advisor.
8.00am is the best time to call if you can.

Did you do a SIM swap to activate new SIM ?

Or you can use your old sim for now.

Yes. Did everything described on the new sim packaging. 4g, O2 and signal strength bars are present, but still can’t make calls. It’s a 5G sim they have sent out and that I have installed in my phone
