I'm abroad in Fuerteventura and can use my data but I can't make calls or send text messages from my handset??

Contact customer service to see if you have any roaming bars on your account Guide: How to find help & contact O2 

You can also do a manual network search to see if a different network works for you.

Hope you get it sorted although there shouldn't be any bar on the account if you are able to use data (rather than WiFi) 

Also try cleaning the sim card and rebooting the phone.
