Hi I cannot seem to find a clear answer for this question anywhere!

If I am in a country within the Europe Zone (Cyprus) and my mom calls my o2 number from her o2 number will she be charged?

No, she will not be charged for calling your O2 phone while roaming in Europe, neither will you so long as you are on a Greek mobile network and not a Turkish one (the two countries' networks cover Cyprus, Turkish in the north of the island, Greek in the south), @Kirmw.
