Call failed

As far as I changed to 12 months sim contract and swaped the sim, I got a "call failed" problem, it is not only on one perticular phone, as I have changed my phone from 9900 to iphone5, evertime I have 3 of the 5bars on signal and there no maintaince on the network around, but i still cannot get the phone call and make phone call, cause evertime it says call failed
