Please can someone tell me whether it is possible to set up my phone (phone 1) to divert to another number (phone 2) if I don't answer it within 10 seconds BUT also have the call revert back to my voicemail on phone 1 in the event phone 2 is switched off or out of service area?

You can forward unanswered calls from phone 1 to phone 2.
If phone 2 is not answered, the forwarding settings for phone 2 should send that call onwards to the number you have setup for phone 2's unanswered calls, (phone 3).
Problem is, I don't know how to make phone 3 be the voicemail of phone 1. Presumably if you try it, it will ring phone 1 again.
I am worried that it will create a loop, (which might be useful in some cirumstances), but presumably O2 have something in place to stop this?

@MI5 is this an O2 network limitation, that the OP can't do what he wants?
Normally there are separate diverts for unanswered, unreachable, busy, etc.
With my previous network, (can't bear to mention their name), you could do this, E.G. divert to voicemail if busy, but your landline if out of service area.
