I have a 24 month Samsung Galaxy II Limited contract that ends in Feb. 2014, but want to buy that contract out and upgrade to an iPhone5 unlimited contract. I have contacted O2 by chat and they said go to the shop. I went to the shop and they said phone 202 on the phone and discuss with O2. I phoned 202 and after a 25 minute wait the call was answered and then disconnected. Is it usually this difficult to make a change to contracts? Where do I go from here?

try 202 again but be aware that it will cost you months left X tariff to buy the contract out

Or look at buying the iphone from apple sim free and getting your data bolton swapped to an iphone data bolton (same cost) getting a nano sim and swap your number to it letting existing contract run no buy out fee. Sell samsung to help towards the iphone 5 work out which will save you money in the long run.
