You can cancel by paying off your device plan in full, full details here Guide: Cancelling Your Contract but you do not have a get out of contract free card.
You don't need a bolt on to roam in Ireland so the shop are mistaken, you never have in the 20 years I have been commuting to Ireland, You should just need to select Vodafone IE or Eircom/Meteor.. don't use Three IE, as its fraught with issues, ever since o2 sold out to them.
Speak to Customer Services, and get them to check for bars on your account.
If you message O2 on Facebook (https://o2uk.co/O2CFB) , Twitter (https://o2uk.co/O2CTW) or Instagram (https://o2uk.co/O2CIG) , they should be able to help you with this

What is it that is not working @Ali_82 - calls, texts or data (or a combination)?
Are you using an iPhone or an Android device?
Not sure if the APN makes a difference in Ireland, but try changing it to mobile.o2.co.uk rather than iData...
