As you don't speak English you need to ask someone to call on your behalf while you are with them. You can make payment and just wait for the phone to be unblocked

You will need to call and make payment. It will take 24 hours to unblock once the payment has cleared. If you are not able to make payment, call and ask for the Payment Management Team.
