Your tariff may be £17.99 but that gives you a certain amount of allowances.
Any texts or calls included are only for use to standard Uk numbers.
If you are calling or texting internationally or using premium rate numbers, you will be charged extra.

It might also be that the contract is the airtime and the other part is the device plan...

That's possible if its a Refresh contract but until the OP comes back we won't know. Hopefully he has contacted customer service.
